By now you should have received SLA Bulletin #690 regarding California Department of Insurance ("CDI") Bulletin 94-13A. The Bulletin amended certain provisions in the original Bulletin 94-13 (dated December 2, 1994). Specifically, insurers who applied for SB 959 approval after January 1, 1995 and before their current Regulation 2174 expiration date, will be granted an automatic extension of their surplus line eligibility under 2174 through December 31, 1995. For details regarding the revised order, please refer to SLA Bulletin #690.
As a result of the revisions, the CDI reissued the entire Regulation 2174.1 Listing of Filings ("Listing") to properly reflect the expiration date of each of the companies. Enclosed is your copy of that updated Listing, as of March 31, 1995. Please discard all prior Listing and their updates. Also, for placements made with insurers listed on the 2174.1 Listing, please continue to file a valid Form A along with a $35 filing fee to the CDI before placing business with the insurer.
According to the CDI, there will be a SB 959 List of Eligible Surplus Line Insurers ("LESLI") issued by June, 1995. When an insurer is added to the LESLI list, Form A filing will no longer be required for that insurer. For questions regarding the Listing or the LESLI list, you may contact the SLA or Mr. Charles P.
